Work At Home Idea

is this a legal work at home idea?
I recently responded to an ad for a home typist position, and although I can see how it would work– is this even a legal way to make money? It said to place an ad for a home typist job (like the one I responded to) on any help wanted page. Then when people respond you tell them that if they are interested they need to send $20 to your paypal account and then you will send them the information on how to get started. Then once you recieve the payment you send them the information about how they should place an ad for a home typist job and get people to send them $20 for the information on how to get started. It’s a pretty good idea if it’s legal. Is it legal?
the info on how to do this says:
“ALSO NOTE: This concept is 100% legal, refer to US Postal and Lottery Laws, Title 18, Section 1302 and 1341, or
Title 18, Section 3005 in the US code, also in the code of Federal Regulations, Volume 16, Sections 255 and
436,which state a product or service must be exchanged for money received.”
You have fallen for the oldest trick in the book. Welcome to America!! By the way, scams are illegal.
